2008 Legislative Priorities

Priorities
- Advocate for full funding of the Public Library Foundation (PLF) program at $105.7 million and oppose any reductions beyond the 2007/08 budget level.
- Advocate protecting and maintaining Transaction Based Reimbursement funding at the FY2007/08 level of $23.2 million.
- Advocate for funding of public library capital projects including possible legislation to lower the threshold for future library bond measures to 55% as was done for school bonds.
- Actively monitor and support SB156, the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2008.
- Advocate for increased funding for the operating budget of the State Library to allow for better support to the Legislature and the library community.
State
- Encourage support for all types of libraries including public, academic, school and special libraries, County law libraries and the California State Library.
- Work with other library organizations such as CSLA and CCCLL on legislative issues of mutual interest.
- Actively monitor and oppose legislation that jeopardizes open access to information in any format.
- Actively monitor and oppose legislation that jeopardizes the confidentiality of library patron information.
- Support the most beneficial implementation of the Teleconnect Fund and actively monitor the review of universal service by the CPUC.
- Monitor and oppose attempts to enact computer transaction laws detrimental to library operations.
Federal
- Advocate for funding the Library Services and Technology Act (LSTA) at least $340 million.
- Actively monitor and oppose legislation that jeopardizes open access to information in any format.
- Actively monitor and oppose legislation that jeopardizes the confidentiality of library patron information, including certain provisions of the USA PATRIOT Act and DOPA.
- Support the most beneficial implementation of universal service and library connectivity discount provisions (Telecommunications Act of 1996).
